Introduction

Special Education and Rehabilitation (SER) was established with the approval of the Academic Council and the Syndicate of the University in 2009. The prime function of the School is to undertake academic, training, research, and extension activities for promoting education and rehabilitation of persons with disabilities. The Tamil Nadu Open University and the Rehabilitation Council of India has signed a MoU on 14.07.2006 (renewed on 04.10.2011, 17.02.2017 & 12.12.2022) to launch the B.Ed.Spl.Education Programme with the specialisations of Hearing Impairment (HI), Visual Impairment (VI) and Mental Retardation/Intellectual Disabilities (MR/ID) through Distance Mode.

The Tamil Nadu Open University, the first University in the State of Tamil Nadu, to offer B.Ed. Special Education through Distance Mode since 2008 and the first State Open Universityoffered M.Ed. in Special Education through Distance Mode during 2015-2016. The Special Education programmes offered by SOSER are approved by the Government of Tamil Nadu and the Rehabilitation Council of India (RCI), New Delhi.

Vision

To empower the prospective teachers as quality human resources in special education for the benefit of persons with disabilities.

Mission

Development of human resources in the field of special education and rehabilitation (with the specializations of Hearing Impairment, Visual Impairment, Intellectual and Developmental Disabilities) through various disability related courses
To promote teaching, training, research and extension activities for persons with disabilities in collaboration with the University, educational centers and educational institutions affiliated to the University
Organizing workshops, conferences, seminars and training activities on issues of inclusion of persons with disabilities in general education and society
Publication of magazines, newsletters, articles, theses, monographs, memorabilia, learning-teaching materials on disability

Offering special education programmes with the specialisations of Hearing Impairment (HI), Visual Impairment (VI), Intellectual and Developmental Disabilities(IDD)to create special educators to teach the children with disabilities
Organising seminars/webinars /workshops on the themes of special education at National and International level
Observing important days on special education.

Facilities

Centre for Multimodal Materials Production for Differently-abled (CMPD): The Centre for Multimodal Materials Production for Differently-abled (CMPD) is established at the headquarters of Tamil Nadu Open University as per the Tamil Nadu G.O.Ms.No.72 of Higher Education (K2) Department dated 21.05.2012. The Centre aims to cater to the educational needs of students with disabilities of our University as well as in and around Chennai city. The Centre extends its services across the State through the Regional Centres of the University. Centre for Multimodal Materials Production for Differently-abled (CMPD) aims to produce Braille books / materials with or without tactile graphics, talking books in human voice, large print materials in various subjects in English and regional language based on the needs of students with visual impairment. The aim of the Centre is to produce learner-based closed caption educational videos with sign language for students with hearing impairment and produce multimedia based computer assisted educational packages for students with learning disabilities. This Centre has an exclusive library facility for scholars doing research on differently abled persons and it also houses a facility for books for differently abled students to pursue degree programmes and Ph.D. programme.
